The Rural Trust has published a report submitted to U.S. House and Senate education committees by Policy Director Marty Strange outlining how the use of a weighting system to inflate the count of disadvantaged students eligible for Title I funding systematically discriminates against high-poverty small school districts, both rural and urban.  This is the first comprehensive explanation of the abuses of the “number weighting” system, and it is chock full of data from the well-respected, non-partisan Congressional Research Service.  You can download a copy free by clicking here.
